PennDOT’s mission is to provide excellent transportation systems, products, and services for its customers, the public, in an environmentally responsible manner promoting economic vitality and enhancing quality of life. PennDOT believes that involving the public enables them to better fulfill the promise of their mission. To that end, PennDOT is committed to a public involvement program for this project that involves effective communication between all stakeholders. The community will be involved throughout all phases of the project through effective information and knowledge exchange, open dialogue, and thoughtful decision-making and input consideration leading to acceptable consensus. A project that all stakeholders can be proud of and take ownership in is the goal of this project’s public involvement effort.

Plans Display Public Meeting
PennDOT conducted a public meeting for this project on Thursday, March 3, 2005 in the Community Room at DeNunzio’s Italian Chophouse at the Arnold Palmer Regional Airport. Just over 100 people attended the Thursday evening meeting which was conducted in an open house format. No formal presentations were conducted but final design plans along with traffic and right of way information was available for viewing. PennDOT and their representatives were also available for discussion and to answer questions. Public comments were gathered at the meeting and will be further evaluated and considered as the project proceeds to construction.

Public Officials Meetings
PennDOT also conducted a public officials meeting on Thursday, March 3, 2005 prior to the above mentioned public meeting. This meeting was also held in the Community Room at DeNunzio’s. PennDOT representatives made a presentation at 4:00 PM and were available afterward for discussion and to answer questions. Plans for the S.R. 30, Section Q01 Improvements Project were also on display for viewing. There were approximately 20 officials present at this meeting. Representatives in attendance included the Arnold Palmer Regional Airport, Latrobe Area Chamber of Commerce, Greater Latrobe School District, office of Representative Jess Stairs, Pennsylvania State Police, St. Vincent College, Mutual Aid E.M.S., Unity Township, and Westmoreland County.

Project Briefing Meetings
Project briefing meetings are held bi-monthly on the last Thursday of the month, 8:00 AM at DeNunzio’s Italian Chophouse and Sinatra Bar at the Arnold Palmer Regional Airport. The purpose of the meetings is to share updates and have discussion on the project and its progress with stakeholders including Unity Township, Westmoreland County, and Saint Vincent College.

One newsletter will be developed for this project. It is anticipated that the newsletter will be published closer to construction. The newsletter will likely detail the project, its progress, and any updates occurring after the plans display public meeting and before construction begins. The newsletter will be distributed to all stakeholders and will also be available to everyone for viewing via this web site. Details regarding the newsletter will be posted here as they become available.
Website
A web site will be developed and maintained for this project. The web site, sponsored by PennDOT will offer not only an ideal method of retrieving important project information, but also an opportunity for PennDOT and its consultants to receive important feedback from the public regarding the project and its progress. The web site will constantly be changing to provide the viewing stakeholders with the most up-to-date project information possible throughout the life of this project, including construction.

Stakeholder Database
A stakeholder database for this project will be developed and updated continuously throughout the life of this project. The database is a critical piece of the public involvement program and will be maintained to allow for the effective sharing of knowledge and information with all project stakeholders.
