S.R. 30 and S.R. 981 Improvement Project
Right of way issues

The S.R. 30, Section Q01 project design was developed to not only address the needs for the roadway improvements within the project area, but also minimize the adjacent impacts associated with the necessary roadway widening.

As a result, there are currently no total property acquisitions or displacements associated with the project. However, there are partial acquisitions that will be required in order to widen the roadways and address other items such as drainage and storm water design features. There are 60 properties located within the limits of the S.R. 30, Section Q01 project. Seventeen of those 60 properties will be affected by the need for temporary construction easements, drainage easements, and required right-of-way acquisition.

At the Plans Display Public Meeting held on Thursday, March 3, 2005, representatives from PennDOT, SAI Consulting Engineers, Inc. (design consultant), and O.R. Colan Associates (right-of-way consultant) were available to discuss the identified right-of-way impacts and associated issues.

Since that time, O.R. Colan Associates has further established contact with affected property owners and has participated in on-going meetings to discuss the project, individual issues raised by property owners, and any questions.
