Section Limits
Section Q01 of S.R. 30 begins on S.R. 30 near the intersection with S.R. 1045 (Saint Vincent Drive) and extends east 4,700 feet (0.9 miles) to the S.R. 30, Mount Laurel Plaza, and Sharky’s intersection. The section also includes the S.R. 30 and S.R. 981 intersection. The project limits along S.R. 981 extend north to Monastery Drive and south to Arnold Palmer Drive. This portion is approximately 7,300 feet (1.4 miles).
Project Area
The Arnold Palmer Regional Airport, the (proposed) Winnie Palmer Nature Reserve, Saint Vincent College, the worldwide headquarters of Kennametal, Inc., and a variety of businesses and commercial plazas are within the project area of Section Q01.
Roadway Classification
S.R. 30 and S.R. 981 are classified as urban arterials (major street/highway that moves traffic) with design speeds of 50 miles per hour (MPH). Both roadways currently contain a number of intersecting driveways and local roads with uncontrolled access.
Objectives and Improvements
The primary objectives for this section are reducing traffic congestion, improving operational conditions at the S.R. 30 and S.R. 981 intersection and its approaches, and addressing safety and vehicle movements at the S.R. 981 and Monastery Drive intersection.
To meet these objectives, the improvements proposed along this section consist of 1) roadway widening and bituminous overlay to provide dual turning lanes at all four approaches of the S.R. 30 and S.R. 981 intersection; 2) four new coordinated signal locations; 3) a right turn lane at S.R. 30 and S.R. 1045 (Saint Vincent Drive); 4) Mission Road modifications; and 5) a left turn lane and signal enhancements at the S.R. 981 and Monastery Drive intersection. Other improvements resulting include better storm water drainage, signing and pavement markings, median barriers/mountable curbs, lighting at the signalized intersections, guide rail enhancements, and context sensitive design features.
Context sensitive design features such as barrier with an architectural finish and accommodations for plantings have been incorporated into the project.
Additional Design Considerations
The total estimated construction cost for this section of improvements is $13,000,000. The total cost for right-of-way for this section is $1,000,000. It is imperative that this project be completed within the programmed budget because there is little or no possibility to secure additional funding.
Based on the preliminary designs submitted for the S.R. 30 and S.R. 981 Improvement Project, Section Q01 of S.R. 30 improvements will impact approximately 25 parcels with right-of-way acquisition. As previously mentioned, left turns along S.R. 30 within the project limits will be limited to signalized intersection locations only. Median barriers/mountable curbs along S.R. 30 and a portion of S.R. 981 will be constructed to achieve the turning restrictions. The final design of the proposed improvements will be developed to address any necessary modifications to existing driveway access and parking at properties impacted by the proposed improvements.
