The following information outlines the maintenance and protection of traffic that is scheduled during the construction of the S.R. 30, Section Q01 improvements. Four stages with various phases (within those stages) have been created to sequence and manage the maintenance and protection of traffic.

Please note the following outlined traffic plan along with the sequencing of associated operations has been developed during the design phase. The awarded contractor managing the construction may submit modifications to this plan or create an alternate plan for PennDOT to consider prior to beginning the actual construction activities.

The project will be constructed while maintaining traffic through the work zone. No alternate routes or detours are proposed. Both S.R. 0030 and S.R. 0981 will be open to unrestricted traffic during specified daylight times and during select holidays and holiday weekends. This also applies to special events such as Steeler Training Camp and Ligonier Days. Unrestricted traffic is maintaining two-lanes of traffic in each direction on S.R. 0030 and one-lane in each direction on S.R. 0981. The contractor will be performing night-time work on this project.

Traffic will be maintained and protected during construction according to the following sequencing.

During STAGE 1, the following will occur:

S.R. 0030

• Install and initialize temporary traffic signal systems at S.R. 0030 and S.R. 0981, and at S.R. 0030 and Mountain Laurel Plaza/Sharkey’s plaza.
• Reconstruct shoulders and median islands along S.R. 0030 with temporary pavement and begin proposed earthwork activities along both the eastbound and the westbound direction along S.R. 0030.
• Construct the Storm Water Management Pond along S.R. 0030.
• Begin construction of the proposed culvert extension carrying Monastery Run beneath S.R. 0030.
• Install some proposed storm drainage features which are needed to maintain positive drainage during construction activities.
• Begin coordinated public utility relocation efforts.
• Begin construction activities associated with the proposed traffic signal systems along both S.R. 0030 and S.R. 0981.
• Adjust inlet grate elevations to match existing top of pavement elevations for temporary roadway conditions.

S.R. 0981

• Install temporary traffic signal systems at S.R. 0981 and Monastery Drive, and at S.R. 0981 and Arnold Palmer Drive.
• Construct the proposed widening along Monastery Drive.
• Construct the proposed widening along Arnold Palmer Drive.
• Construct the Storm Water Management Pond along S.R. 0981.
• Install some proposed storm drainage features along S.R. 0981.
• Construct northbound lanes, shoulder and curb gutter along S.R. 0981.
• Remove existing concrete median islands and install proposed pavement. Daily long/short term lane shifts and some daily short term lane closures will be utilized in accordance with PennDOT Publication 203M.

Notes regarding activities during Stage 1:

• The construction of all intersecting road approaches, Plaza driveways and business/residential driveways will be phased to minimize impacts on daily traffic.
• Access to all Township Roads, Plaza driveways, and business/residential driveways will have to be maintained during construction.

During STAGE 2, the following will occur:

S.R. 0030

• Install and initialize temporary traffic signal systems at S.R. 0030 and S.R. 1045 (St. Vincent Drive).
• Reset temporary concrete barrier and perform proposed milling and bituminous roadway build-up operations both eastbound and westbound S.R. 0030 while maintaining two lanes of traffic in each direction.
• Complete construction of the proposed culvert extension carrying Monastery Run beneath S.R. 0030.
• Install and/or adjust drainage features located within the proposed paving limits. Complete coordinated public utility relocation efforts.
• Continue construction activities associated with the proposed traffic signal systems along both S.R. 0030 and S.R. 0981.
• Construct all proposed Township Road and business/residential driveway connections.

S.R. 0981

• Complete construction activities associated with the completion of S.R. 0981 northbound at the intersection of S.R. 0030.
• Complete any remaining construction activities associated with any intersection along S.R. 0981 northbound that could not be completed during Stage 1.
• Construct the southbound lanes, shoulder, and curb gutter of S.R. 0981. All traffic will be shifted onto the newly constructed northbound lanes while maintaining one lane of traffic in each direction and a left turn lane at the signalized intersection with Arnold Palmer Drive and with S.R. 0030.
• Construct all proposed Township Road and business/residential driveway connections.

Notes regarding activities during Stage 2:

• The construction of all intersecting road approaches, Plaza driveways and business/residential driveways will be phased to minimize impacts on daily traffic.
• Access to all Township Roads, Plaza driveways, and business/residential driveways will have to be maintained during construction.

Winter Shutdown:

It is anticipated that a construction shutdown during the 2007-2008 winter season will occur between Stage 2 and Stage 3 work.

• During the winter shutdown, traffic patterns will match existing traffic patterns.
• The temporary barrier will be reset for winter shutdown.

During STAGE 3, the following will occur:

S.R. 0030

• Construct proposed widening along S.R. 1045 (St. Vincent Drive) left of the existing edge of pavement while maintaining traffic.
• Construct the proposed widening along both the eastbound and the westbound directions. All traffic will be shifted slightly toward the median of the respective direction while maintaining two lanes of traffic in each direction with a left turn lane at the signalized intersections along S.R. 0030.
• Continue to install proposed storm drainage pipes and inlets, and adjust inlet grate elevations to match pavement elevations for temporary conditions.
• Continue construction activities associated with the proposed traffic signal systems along S.R. 0030 and initialize operations of traffic signal systems.

S.R. 0981

• Construct proposed widening along southbound direction. Perform the proposed milling operations and install proposed paving. All traffic will be shifted to the northbound side into one lane of traffic in each direction and a left turn lane at the signalized intersection with S.R. 0030.
• Construct all proposed Township Road and business/residential driveway connections along southbound S.R. 0981.
• Continue construction activities associated with proposed traffic signal systems and initialize operations of traffic signal systems.

Notes regarding activities during Stage 3:

• The construction of all intersecting road approaches, Plaza driveways, and business/residential driveways will be phased to minimize impacts on daily traffic.
• Access to all Township Roads, Plaza driveways, and business/residential driveways will have to be maintained during construction.

During STAGE 4, the following will occur:

S.R. 0030

• Construct proposed concrete median islands and install concrete median barrier while maintaining two lanes of traffic in each directions with a left turn lane at the signalized intersections. Daily long/short term lane shifts and some daily short term lane closures will be utilized in accordance with PennDOT publication 203M.
• Install final bituminous wearing surface course, pavement markings, and traffic signal control equipment while maintaining two lanes of traffic in each direction with a left turn lane at the signalized intersections. Daily long/short term lane shifts and some daily short term lane closures will be utilized in accordance with PennDOT publication 203M.
• Complete construction activities associated with the proposed traffic signal systems along S.R. 0030 and initialize operations of traffic signal systems.
• Remove all temporary traffic signal systems.

S.R. 0981

• Construct proposed concrete median islands while maintaining one lane of traffic in each direction and a left turn lane at the signalized intersection with Arnold Palmer Drive and with S.R. 0030. Daily long/short term lane shifts and some daily short term lane closures will be utilized in accordance with PennDOT publication 203M.
• Install final bituminous wearing surface pavement markings, and traffic signal control equipment while maintaining one lane of traffic in each direction and a left turn lane at the signalized intersection with Arnold Palmer Drive and with S.R. 0030. Daily long/short term lane shifts and some daily short term lane closures will be utilized in accordance with PennDOT publication 203M.
• Complete construction activities associated with proposed traffic signal systems and initialize operations of traffic signal systems.
• Remove all temporary traffic signal systems.

• Access to all Township Roads, Plaza driveways, and business/residential driveways will have to be maintained during construction.
